Government Rolls Out PMAY Urban 2.0 to Expand Housing Access

The Union Cabinet has officially greenlit the second phase of the Pradhan Mantri Awas Yojana – Urban (PMAY-U 2.0), a renewed housing mission aimed at ensuring shelter for all. The initiative is set to facilitate the construction of one crore houses across India, with a strong emphasis on equitable housing access for diverse socio-economic groups. This strategic policy move aligns with the government’s broader goal of inclusive urban development.

Housing Plan with a Focus on Social Equity

The revamped housing scheme goes beyond infrastructure by targeting deep-rooted socio-economic disparities in urban housing. Special provisions have been incorporated to benefit marginalized and underrepresented groups. These include slum dwellers, Scheduled Castes (SC), Scheduled Tribes (ST), minorities, persons with disabilities, widows, and other economically vulnerable individuals. The scheme also prioritizes occupational groups like Safai Karamcharis, street vendors, artisans, and anganwadi workers, who often remain on the fringes of formal housing systems.

By catering to residents living in informal settlements such as slums and chawls, PMAY-U 2.0 acknowledges the existing gaps in urban planning. The government aims to ensure that no section of society is left behind in the nation’s urban transformation.

Clear Guidelines Define Eligibility for the Scheme

Eligibility for the scheme is determined based on household income and property ownership. It is open to families who do not own a pucca house anywhere in India. The beneficiaries are divided into three income-based categories: Economically Weaker Section (EWS), Low-Income Group (LIG), and Middle-Income Group (MIG). For the EWS category, the household’s annual income must not exceed ₹3 lakh. Families with an income above this threshold but within prescribed limits can qualify under the LIG or MIG segments.

Financial Empowerment Through Interest Subsidy

A significant feature of PMAY-U 2.0 is the Interest Subsidy Scheme (ISS), which provides a direct financial benefit to qualifying home loan applicants. Under this scheme, beneficiaries can receive an interest subsidy of up to 4% on a loan amount of ₹8 lakh. The maximum loan amount permitted is ₹25 lakh, provided the cost of the housing unit does not exceed ₹35 lakh. This component of the scheme is intended to reduce the repayment burden for lower- and middle-income households, making homeownership more achievable.

Structured Repayment with Long-Term Benefits

Eligible applicants can avail of the interest subsidy over a loan tenure of up to 12 years. The total subsidy benefit is capped at ₹1.80 lakh, which will be disbursed in installments over a five-year period. This structured approach ensures sustained financial relief while keeping long-term affordability in focus. Beneficiaries can conveniently access information about their entitlements and subsidy status through smart cards, official portals, or OTP-based systems.

Leveraging Technology for Seamless Access

To streamline operations and increase transparency, the PMAY-U 2.0 scheme incorporates digital tools for beneficiary engagement. Through the use of online platforms, individuals can track application progress, subsidy disbursements, and account balances. The government aims to minimize bureaucratic delays by enabling direct and real-time communication with applicants via mobile authentication and digital verification.
